Interrompiamo le Trasmissioni

Per informarvi del fatto che Parma è interessata da un forte temporale.

Una cellula temporalesca che si estende - secondo il radar meteo LANDI - da Trento a sud di Parma e da Cremona a Reggio sta scaricando pioggia intensa mista a grandine e porta raffiche di vento da nord-est fino fino a 60 km/h secondo le rilevazioni dell'aeroporto.

La visibilità è pessima e c'è scuro come a mezza sera. Difficile quantificare le precipitazioni, ma dall'inizio dell'evento intorno alle 16 i giardini dei palazzi qui intorno si sono allagati.

Seguiranno aggiornamenti.

Aggiornamento 17:33: Anche se il cielo è ancora molto nuvoloso e continua a piovigginare, si vedono schiarite ad ovest. Il temporale è finito con qualche lieve danno (vasi rovesciati) per il vento e la grandine. Secondo il sito Meteo Parma, oggi in città sono caduti ben 43 mm di pioggia con raffiche di vento fino a 70 km/h. Inoltre, la temperatura è precipitata a poco più di 15 °C (dai 29 ed oltre del primo pomeriggio).

Attenti all'Azoto - AGGIORNATO

Tre operai, purtroppo, sono morti in un incidente sul lavoro nella raffineria Saras, in Sardegna.

Così l'inestimabile Corriere descrive il fatto:
I tre, secondo le prime informazioni, stavano pulendo una cisterna in un impianto di desolforazione (Nh51) che si sarebbe saturato di esalazioni tossiche. I tre sarebbero così morti per intossicazione da azoto, che è letale in pochi minuti.
No, no e no. Queste idee sull'azoto sono fin troppo comuni, ma sbagliate.

L'azoto non è un gas tossico, tanto che l'aria che respiriamo tutto il tempo ne contiene circa il 20%. E' però un gas asfissiante - solo l'ossigeno può sostenere la respirazione negli umani - e sì, un'atmosfera priva di ossigeno è letale in pochi minuti.

Non si può mai ripetere abbastanza quanto sia importante usare la massima precauzione quando si entra in spazi chiusi come cisterne, tombini e serbatoi. Non bisogna solo verificare l'assenza di sostanze tossiche, ma anche accertarsi che ci sia abbastanza ossigeno.

Aggiornamento 21:00: Dopo qualche ora dalla pubblicazione iniziale, il Corriere ha aggiornato l'articolo (facendo sparire la castroneria iniziale), che ora recita:
Le tre vittime, secondo le prime informazioni, stavano pulendo una cisterna in un impianto di desolforazione. Sarebbero morti intossicati per le esalazioni di gas, non è chiaro se monossido di carbonio o anidride solforosa.
Considerato il tipo d'impianto, anidride solforosa sembra più probabile. A quanto pare, anche in questo caso un'operaio si è sentito male e gli altri sono corsi a salvarlo rimanendo intossicati a loro volta. Sembra cinico e crudele, ma se un persona si sente male in uno spazio del genere non bisogna correre a salvarlo senza prima avere preso le precauzioni del caso. Altrimenti, si avranno almeno due morti invece di uno.

Istituto di BioIdeologia

Via Meteo Giornale, ho visitato il sito dello Istituto di Biometeorologia del CNR, e... apriti cielo!

Il loro testo introduttivo inizia così:
Il terzo millennio si apre all'insegna dei cambiamenti globali del pianeta causati dal modello economico conseguente all'industrializzazione dei paesi occidentali a partire dalla rivoluzione scientifica del XVI secolo. Il primo segnale dell'impatto dell'uomo sull'ambiente è rappresentato dai cambiamenti climatici legati alla emissione dei gas ad effetto serra. L'uso dei combustibili fossili ha infatti alterato la composizione dell'atmosfera ed il ciclo naturale del carbonio. Attraverso il meccanismo della fotosintesi, l'anidride carbonica viene fissata dalle piante e ritorna in circolazione con i processi di decomposizione delle medesime o di uso della legna; la combustione di petrolio, carbone e gas mette in circolazione una quantità anomala di anidride carbonica accumulata in tempi geologici nel sottosuolo in miliardi di anni[...].
E finisce cosà:
La fruizione di tali benefici da parte di circa il 10% della popolazione mondiale pone ulteriori interrogativi e mette in moto processi di difficile gestione come quello delle grandi migrazioni attraverso il pianeta. D'altronde l'impatto visibile del cambiamento globale mette in evidenza come il modello adottato non sia trasferibile sic et simpliciter a tutta la popolazione del pianeta, che anela peraltro ad ottenere gli stessi benefici, ma a condizione di non mettere a repentaglio la sostenibilità del pianeta. Agli inizi del terzo millennio è dunque necessaria una riflessione a tutto tondo su questi aspetti, sulle scelte da effettuare per il futuro, sui tempi necessari per un cambiamento dei modelli adottati senza tuttavia sconvolgimenti improvvisi che avrebbero lo stesso impatto di una guerra mondiale.
Ma chi l'ha scritta questa roba? Naomi Klein? O più probabilmente, un suo discepolo durante un okkupazione?

Questo istituto che dovrebbe fare ricerca scientifica dichiara apertamente di avere accettato il riscaldamento globale antropogenico come fatto indisputabile (mentre come minimo c'è notevole incertezza sull'esatto ruolo della CO2), ed un posizione ideologica, ovvero che sia necessario un serio ripensamento del "modello di sviluppo" attuale.

Lo Ibimet farà anche ricerca seria e valida, ma non si possono certo lamentare se qualcuno ritiene il loro lavoro inaffidabile perchè ideologizzato: è scritto nella prima pagina del sito.

Small Achievements

Despite the longish dry period, I was able to find a mud pond, almost a swamp, for some offroad fun. About a palm deep, it was enough for some wheel-spinning action. And some car-washing action afterwards.

My other achievement was to produce a noticeable dent in the skid plate while crossing a ditch. Small mistake in wheel placement on my part I think, but dents in your offroader's skid plate are like scars on a warrior's body.

Moreover, the stock skid plate on a Terios isn't very strong... now I must resist the temptation of getting a hevy-duty one installed. The coolest thing is to manufacture the plate myself, but I don't have the proper tools.

The Hard Slog of Knowledge

The recent oublication of the discovery of an exceptionally well-preserved fossil, which could be a transitional species between lemurs and monkeys (speaking in non-rigorous terms) and thus an early ancestor of humans, has ignited a new round of controversy.

Radical Darwinists (if there can be such a thing) like Charles Johnson and his clique are nearly ecstatic; Allahpundit instead is between skeptic and dismissive while many christian fundamentalist commenters crap all over the place (but comment threads there are sewer pits pretty much like those on YouTube, only with better grammar and ortography).

In the middle, the scientist who studied the fossil apparently want to capitalize as much as they can on the discovery with a slick public relations & marketing campaign. And they toss around the nonsensical idea of "missing link" like any bible-thumper, jeez.

A lot of the debate seems to be misinformed if not dishonest, and the creationist side is the worst offender in this regard.

But instead of going on to debunking specific claims or exposing some particular aspect of evolution, I will talk about the big picture.

Evolution is a vast and complex theory - it should come as no surprise, considering how widespread and diverse life is. A very large amount of literature has been written on it since Darwin's work, probably more than to last for a lifetime of fast reading. I could say that quite a few books are necessary only to take a brief look at the various aspects of evolution.

Evolution is also multidisciplinary: it takes notions and concepts from biology, ethology, ecology, anatomy, phisiology, and archeology, geography, geology, physics, chemistry, climatology... and probably some other discipline.

It is a hard and long slog to learn even just enough of those. It takes years of study on ponderous and often dull tomes and arid journals. Not much going out to party, not much of blogging or twittering. And no, there's no shortcuts; no condensed versions, no explanatory VHS or Youtube videos (except for some divulgative ones, but divulgation is not study).

You have to walk all the hard way to the destination, and this is something not everyone is willing or able to do.

Evolution as it's taught in high schools is in many cases an extremely condensed and simplified version - simplified to meet the requirements of pupils too often barely literate above the instant message level - so much that it bears only a passing resemblance to the real thing.

Another point is that evidence has to be evaluated fairly and with as little prejudices as possible. But if someone starts from a position of strong belief in a God that created the world more or less as we see it today, it will become inpossible to accept evidence to the contrary. Some creationists would rather believe that God tricked man placing the correct fossils in the correct strata, than to consider that the biblical account of creation may be wrong, or just an allegory.

However, different ideas of God - like God as the one that merely set the universe in motion - are not in conflict with evolution.

Recovering Kinetic Energy

Current braking systems installed on cars and trucks and many other vehicles are great from the performance point of view, but terribly wasteful when energy is concerned.

Disk and drum brakes do nothing but to dissipate the vehicle's kinetic energy as heat in a short timespan through friction. Precious fuel is burnt to accelerate the vehicle, and then all that kinetic energy goes altogether to waste.

The idea of recovering some kinetic energy and store it onboard the vehicle does make some sense. However, it is not so easy to put into practice.

So far, the methods proposed are mechanical or electrical. Mechanical methods involve storing energy as a pressurized inert gas, or in a flywheel. Of course appropriate components are required to automatically connect and disconnect the energy recovery system from the crankshaft or wheel axles, or an hydraulic transmission in at least one design.

Electric systems use one or more motor/generator, again connected to the crankshaft or wheel axles, and an array of batteries or ultracapacitors for energy storage.

The KERS used this year by some F1 teams can be either based on a flywheel or batteries, but I am not aware of any teams using flywheels. The KERS is designed to provide a sort burst of maximum power; in fact this device needs a dedicated cooling system and adopts particular solutions to provide very high charge and discharge currents.

Hybrid cars, as the now-famous Prius, use an energy recovery system, but the main point of hybrids is a large battery pack allowing them to travel long distances on electric power alone - they are not designed for performance.

Energy recovery systems add mass to a vehicle and thus increase fuel consumption somewhat; then they are most useful when brakes are used frequently, on urban or winding roads.

Hybrid cars are enjoying some success, but there are legitimate doubts on their real energy efficiency. I think that a KERS could find some use in sport cars (maybe even as an aftermarket part?), while hydraulic or hydropneumatic systems are more suitable for heavy vehicles like trucks or buses.

Serata di Intrattenimento

Sono qui che sto guardando l'ultima puntata di Colorado, e mi dispiace di avere scoperto questo programma solo qualche settimana fa.

Per me è il migliore spettacolo comico di questi tempi. Non tenta di essere spocchiosamente intellettuale ma nemmeno scade nel pecoreccio e generalmente ignora la politica. Ci sono belle donne, delle idee fresche ed originali... e soprattutto si può guardare una puntata intera di Colorado senza sentire pronunciare la parola Berlusconi. Che di questi tempi è raro.

Guardando Colorado si ha l'impressione che i comici ed i conduttori siano i primi a divertirsi con il loro spettacolo. Quasi all'opposto di una zittella acida come la Littizzetto.

Cerco Aiuto Elettorale

Fra qualche settimana c'è l'ennesimo giro di elezioni. Ed io ho bisogno di un consiglio.

Lasciamo perdere le amministrative (ma perchè ci sono anche le province, boh), il mio problema sono le elezioni europee.

Voglio sapere qual'è il partito più euroscettico. Anzi, euroscettico non basta: voglio un partito esplicitamente anti-unionista, uno che abbia nel suo programma la dissoluzione dell'abominio tranzista che è l'unione europea. Magari per rifondarla su basi più sane.

Ne esiste uno?

Altrimenti sarà scheda nulla.

How To Defeat an Insurgency

Sry Lanka has found the correct recipe: ally with a ruthless power like China, which is willing and able to tell the rest of the world to stuff it; pay no heed to the requests of the UN and other NGOs; keep foreign journalists away form the theatre and finally pursue the objective of victory without faltering to the bitter end.

Of course no two wars are exactly the same, so there is no guarantee that this procedure would achieve the same results in a different scenario (an important point is that the Tamil Tigers could not rely on any sanctuary abroad), but so far it cannot be denied that a couple of years of war fought in earnest have ended 30 years of a bloody uprising.

Will a new Tamil insurgency be reborn from the ashes of the old one? It is a function of how well (or badly) the Sri Lankan government will manage the aftermath; if they do it properly there is a good chance that Sri Lanka will be pacified for a long period of time.

I do not know if these events will change the course of conflicts at the global level. However, there are some lessons that countries facing insurgencies and other conflicts may learn. That the West and the UN are largely useless; that China may be a much more effective ally; that - ultimately - the use of force is still an effective instrument.

In these same days, even the Italian government is telling the UNHCR to go pound sand on the issue of the boatloads of illegal immigrants towed back to Libya - Italy's Minister of Defense, La Russa, is quoted as saying that the UNHCR "is completely useless".

Another lesson to take home from the recent developments in Sri Lanka is best expressed by Wretchard himself:
Any workable system of laws will never unduly penalize people who abide by the rules in favor of those who flaunt them. Just as an immigration system in which the legal immigrant is bypassed by the illegal cannot long remain legitimate, humanitarian regimes which effectively make it it impossible for a nation or a society to exercise legitimate self-defense will eventually be abandoned. It cannot be the case that those who obey so-called humanitarian rules not only lose the war but find themselves prosecuted for war crimes because they have subjected themselves to its strictures while those who ignored them from the beginning not only win the war but become media and marketing stars commemorated Hollywood movies, t-shirt logos and trendy scarves.

Breve Nota sulla Immigrazione

Non tutti gli emigranti sono profughi (ovvero, perseguitati nei paesi d'origine).

E nemmeno tutti sono innocenti civili che fuggono dalla guerra: quelli della fazione che al momento sta prendendo delle legnate hanno ottime ragioni per scappare.

Se la Libi è un paese adatto a far parte di una caterva di agenzie ONU, allora è anche adatto per rispedirvi barconi di emigranti.

Spring Agricultural Recap

At this point of the year, it's time to get my vegetable garden going. With the silent assent of the other people living in the building I appropriated a corner of the garden where to grow my vegetables.

Chilli and cherry tomato seeds were germinated early in an appropriate hotbox. I must admit that the results were mixed: before I learnt how to manage that apparatus, excess humidity caused some saplings to rot.

Three plants of tomato (a hybrid that appeared in my dad's garden and is notable for bearing pink fruits even when fully ripe) are already set, one in a large pot and two in the ground. Another couple of cherry tomato plants are still growing to a size suitable for transplant.

Available chillies are 3-4 plants of Scotch Bonnet and two of Bird's Eye. These are still growing in small pots but will soon placed in larger pots and the ground..

This year's new entry are green beans: a few plants are already growing in a pot, while I have just placed some more seeds in the ground.

There's also a large complement of herbs: basil, chives, thyme, rosemary, sage and laurel (the last three double as ornamental plants in the condo's garden). Mint is giving me headache tho: only a handful of seeds apparently germinated, so I may not be able to get any useful number of plants.

Still, this summer ought to be tasty.

Conclusione di The Second Version: L'ennesima orgia di oplofobica masturbazione reciproca. E sinistrata. Si, non ho visto il documentario ma ho sviluppato una valida euristica in proposito. Chi è in grado di smentirmi lo faccia.

Se l'avessero saputo Bird, Stewart e Lightfoot si sarebbero risparmiati un sacco di fatica.

In realtà si chiama conduzione, e la cosa importante dal punto di vista pratico è trovare quale sia la dimensione che domina la conduzione di calore. Nel caso di uno spaghetto, è il diametro e non la lunghezza che stabilisce il tempo di cottura; nel caso di un disco di pastafrolla è lo spessore del disco e non il diametro che controlla il tempo necessario a raffreddarlo.

Pure And Impure Research

If there an idea I cannot understand for the sake of me, it is the one that private-funded research must be morally tainted, while public-funded research has to be morally pure.

Yes, I know the origins of this position: that private entities only care about their self interest, while the public is for the common good.

Moreover, the assumption is that private entities would only fund research expecting to have a return; but the public gives funding for the sake of knowledge and progress alone.

I don't share this view.

There is no "public". There is government, and better yet a governmental bureaucracy set up for the purpose of funding research. The goverment then may be able to keep a strict control on that bureaucracy or not.

Another piece of the puzzle is that governments have agendas. This is something that the people believeing in the idea I exposed above tend to remember only when George Bush or Silvio Berlusconi are at the head, but in fact that is a constant of all governments.

So, if governmental control is strict, the funding bureaucracy will pursue the government's agenda. If not, the bureaucracy will pursue its own agenda. In any case the end result is that funding of research will be influenced by socio-political considerations.

In other words, there is no guarantee that public-funded research will be any less tainted than the private-funded one. Neither there is guarantee that government and its bureaucracies will pursue the good - as a rule of thumb, what these entities tendo to is unending expansion of their size and power and control over anything they can control.

In the end there is also the explicitly politicized research, as "diversity" programs and gender or ethnic studies. But those are the fabled elephant in the room these days.

Fermiamoli Prima Che Sia Tardi

Da Hardware Upgrade, una notizia preoccupante:
"E' necessario che ICANN venga totalmente privatizzata e si assuma i doveri di rendicontazione a partire dal prossimo 1° ottobre". Questo è il parere di Vivane Reding, Commissaria europea per la società dell'informazione e dei media, in merito al futuro dell'organismo che attualmente si occupa di gestire l'intero sistema di indirizzamento della rete.

La data del 1° ottobre non è casuale: il 30 settembre prossimo, infatti, viene a scadenza l'accordo che attualmente intercorre tra il Governo USA e l'ICANN. Per comprendere il contesto è necessario fare un piccolo passo indietro, nel 1998, quando l'ICANN fu istituito come ente senza scopo di lucro in California e operante sotto autorizzazione del Dipartimento del Commercio USA.

Questo legame ha da tempo iniziato a destare numerose perplessità e con l'enorme espansione della rete, che per ovvi motivi non può avere connotati "locali" ma deve essere considerata nella sua forma più globale possibile, diviene necessario un cambiamento nella condotta dell'organismo che ne gestisce il sistema di indirizzamento: secondo la Reding questo cambiamento deve passare in primis da una ristrutturazione dell'ICANN, che deve diventare una realtà soggetta alle leggi di funzionamento delle imprese, ed in secondo luogo (non certo per importanza) la creazione di un forum multilaterale (chiamato "G12 per la governance di internet") dove i governi potranno discutere degli orientamenti generali in materia di governance di internet e delle questioni di sicurezza.

Questo G12, secondo la Reding, dovrebbe essere formato in modo da rappresentare in modo equilibrato tutto il mondo. La proposta sarebbe pertanto quella di nominare due rappresentanti per l'America del Nord, due per l'America del Sud, due per l'Europa e due per l'Africa, tre rappresentanti per l'Asia e l'Australia più il presidente dell'ICANN come membro senza diritto di voto.

Finora l'ICANN ha funzionato abbastanza bene, mi sembra. Non sarà perfetto, ma fa il suo lavoro, per cui mi sembra giusto applicare la vecchia massima "Se non è guasto, non ripararlo".

L'idea di dare la regolamentazione* di internet in mano ad un forum internazionale di governi poi è pessima. A parte la nota tendenza di questi fora a trasformare in merda tutto quello che toccano (per motivi sistemici, in genere), è quasi certo che alcuni dei rappresentanti verranno da paesi illiberali come la Cina - e per certi versi l'UE stessa.

Ora, non è certo che l'ICANN accetti di globalizzarsi senza combattere, ma viste le tendenze transazionaliste di Obama e l'abitudine di questa amministrazione di minacciare e forzare chi si oppone... c'è la possibilità concreta che i piani europei vadano in porto.

Per quello che vale, c'è la possibilità di esprimere la propria opinione sulle proposte in Commissione Europea attraverso questa pagina. Facciamoci sentire.

Necessarie Giornate Mondiali

Dopo essere venuto a sapere che esiste una "giornata mondiale contro l'omofobia e la transfobia", faccio appello a tutti i miei lettori per presentare al governo tialiano una petizione da rivolgere ad UE ed ONU per l'istituzione di altre giornate mondiali.

  • Giornata mondiale di The Second Version, da celebrarsi il 15 Novembre.
    Siccome non sono uno pretenzioso, mi accontento di avere 100 000 Nord-coreani che si inchinino davanti alla mia effigge, e del versamento sul mio conto bancario di un mero secondo del PIL del Brasile.
  • Giornata mondiale delle troupe del cinema porno, da celebrarsi il 6 Settembre.
    I divi hanno tutto il divertimento e la fama, mentre le troupes lavorano come negri schiavi e nessuno li ringrazia.

Finally, I Know

Since the credit/economic crisis of 2008 began, I have been hearing an awful lot of words about "hedge funds" and what they did and what measures should be taken about them.

But no-one I have heard cared to explain what these beasts are.

Finally tonight I decided to do a bit of research, and I found this page about hedge funds, from a company specialized in hedge funds. I have also consulted a lecture that is part of the curriculum at New York University.

What strikes me is that hedge funds are very big, and subject to much less regulation than other investment funds. They are permitted to use aggressive instruments not allowed for other funds in fact.

I am wary of governmental regulation, but that does not mean I want no regulation at all. Put in a different way, a game needs rules to be played. Because without rules it's back to lying, cheating and stealing, and in the case of global finance on a scale that can influence the destiny of whole countries.

So I agree with the idea of more regulation for hedge funds. As with all regulation, tho, the never-answered question is "Who watches the watchmen?".

A discussion that pops up on the internet from time to time (latest example here) is whether the nuclear bombing of Japan in 1945 was a war crime or not (my opinion in condensed form: No, and don't bore me with asking the question).

But it led me to finally formalize a thought that has been around my head for some time: the Americans kinda shoot themselves in the foot with the Nuremberg Trials.

There were quite a few questionable aspects regarding the International Military Tribunal, but in my opnion the worst was the creation of a new set of crimes that nowadays are being used liberally to bash past and present conduct of war of Western countries*.

Of course, what I wrote about must not be misconstrued as simpathy for the Nazi leaders. In fact, I think the vile beings should have been executed summarily. Because the winners can do that, and nobody would have missed those executed. And even if some innocents had been killed... that would have been only a few more drops in the most horrible sea of blood.

* Not only western countries, I have to admit. But see how well the international organisms are working against the Sudanese regime for example.
